Senior Programme Manager – Transformation
Location: London or Manchester (hybrid – 2 days a week in the office, occasional UK travel)
Salary: £76,000–£80,000 + benefits
A large UK housing and social landlord organisation is midway through a fully‑funded, multi‑year transformation to simplify its operating model, improve resident services and reduce cost to serve. Following decades of growth and multiple mergers, the organisation is moving from siloed directorates and legacy systems to joined‑up, end‑to‑end resident journeys.
They are recruiting a Senior Programme Manager to play a key role in delivering this change.
The Role
You will join a central change and delivery function with strong executive sponsorship, working either:
- As a delivery‑focused Senior Programme Manager, leading a major programme and a team of Programme Managers, or
- As a portfolio/PMO‑focused Senior Programme Manager, providing oversight and support across the full transformation portfolio.

- Culture and leadership
- Technology, data and information
- Process improvement
Key Responsibilities
- Lead large, complex transformation programmes and/or multiple major projects
- Shape programme vision, scope, outcomes and delivery roadmaps
- Line‑manage and coach Programme/Project Managers, building delivery capability
- Own programme budgets, business cases and benefits; provide clear, concise reporting
- Establish and run governance and steering groups
- Proactively manage dependencies, risks, issues and change, escalating transparently
- Act as a trusted advisor to senior stakeholders, constructively challenging to protect outcomes
- Coordinate work across business, service design, tech, data and change teams
- Drive continuous improvement in programme and portfolio delivery practices
About You
- Significant experience leading large, complex change programmes/portfolios in complex organisations
- Proven end‑to‑end transformation delivery (operating model, process, tech, data and/or culture change)
- Strong programme governance, financial management and reporting skills
- Experience coaching and developing project/programme delivery professionals
- Excellent stakeholder management and emotional intelligence; credible at exec level
- Resilient, comfortable with ambiguity and high‑pace change
- Strong communicator, able to join the dots between strategy and delivery
Sector experience in housing/local government is not essential; candidates from any complex, service‑led or regulated environment are welcome.
