Programme Manager – Transformation

Location: Manchester or London (hybrid – 2 days a week in the office, regular travel to London)
Salary: £56,500–£70,500 + benefits

A major UK housing and social landlord organisation with a multi‑year transformation. The aim is to move from siloed ways of working and a complex systems landscape to streamlined, end‑to‑end resident journeys and a simplified operating model.

They are recruiting multiple Programme Managers to join the central delivery team.

The Role

You will deliver complex projects and small programmes as part of a large transformation portfolio, working closely with colleagues across London and Manchester. Depending on size and scale, you may:

  • Lead a single large project, or
  • Run several smaller projects, or
  • Manage a small programme of related initiatives.

You’ll be exposed to work across:

  • Service and resident journey redesign
  • Technology and data change
  • Process improvement
  • Culture, leadership and organisational change

Key Responsibilities

  • Own end‑to‑end delivery of assigned projects/programmes, from definition to handover
  • Develop and maintain plans, milestones and deliverables; manage change control
  • Manage budgets, forecasts and benefits tracking, providing clear, concise reporting
  • Proactively manage and escalate risks, issues, assumptions and dependencies
  • Establish appropriate governance and stakeholder forums
  • Coordinate multi‑disciplinary teams across business, tech, data, service design and change
  • Support translation of resident journeys into processes, organisational impacts, and tech/data needs
  • Lead stakeholder engagement and communication, helping embed new ways of working
  • Share lessons learned and contribute to the development of the delivery community
  • Flex across different transformation programmes as priorities shift

About You

  • Proven experience as a Project/Programme Manager delivering complex change
  • Comfortable running large single projects or multiple smaller initiatives
  • Full lifecycle experience from inception and business case through delivery and transition to BAU
  • Strong skills in planning, RAID management, governance and financial tracking
  • Able to work with diverse stakeholder groups and manage competing priorities
  • Experience of major transformation or significant organisational change
  • Resilient, collaborative and delivery‑oriented, with strong organisation skills
  • Clear communicator with good stakeholder management and emotional intelligence

You must be open to regular travel to London (all travel and accommodation costs covered). Sector experience in housing/local government is not required.
