Overview
We are seeking an experienced NEC Business Analyst to support Housing services. You will work with operational teams and stakeholders to understand current ways of working, identify opportunities for improvement, and translate business needs into clear, testable requirements. This role is focused on business analysis and service outcomes; it excludes configuration and data-related responsibilities.
Key Responsibilities
- Lead discovery and requirements gathering across Housing functions (e.g., allocations, homelessness, repairs, tenancy management, customer contact).
- Facilitate workshops, interviews and process walk-throughs to capture user needs, pain points and policy constraints.
- Map as-is and to-be processes (BPMN/flow diagrams) and define target operating approaches aligned to service goals.
- Produce high-quality documentation: user stories, use cases, process maps, business rules, acceptance criteria and benefits statements.
- Support prioritisation with Product Owners/Service leads, maintaining a well-structured backlog and clear scope boundaries.
- Define non-functional requirements relevant to operations (e.g., auditability, accessibility, service continuity, usability).
- Coordinate and support UAT from a business perspective: test scenarios, scripts, stakeholder readiness and sign-off.
- Contribute to change impact assessments, comms and training needs analysis to support adoption.
- Act as a bridge between Housing teams and technical delivery, ensuring shared understanding and timely decisions.
Essential Skills & Experience
- Proven Business Analyst experience within Housing and/or local authority environments.
- Strong knowledge of NEC Housing from a user and process perspective.
- Excellent stakeholder management, facilitation and negotiation skills; confident working with senior service leads.
- Demonstrable experience producing clear, concise requirements and managing traceability through delivery.
- Comfortable working in Agile, Waterfall or hybrid delivery models.
- Strong written and verbal communication, with the ability to translate complex services into practical outcomes.
