We are seeking an experienced Programme Delivery Lead to support the effective delivery of a comprehensive Bus Franchising programme in Yorkshire. You will be instrumental in driving forward the planning, coordination, and implementation of this high-profile project, ensuring its successful deployment in line with regulatory frameworks, budgets, and timeframes.
In this role, you will oversee complex, multi-stakeholder transport initiatives, working closely with internal teams, external consultants, local authorities, operators, and government partners. Your focus will be on ensuring a fit-for-purpose programme governance structure, risk management, and resource planning throughout the lifecycle of the franchising process.
Key responsibilities include:
- Leading and coordinating the delivery of workstreams across the Bus Franchising programme.
- Developing and maintaining comprehensive programme plans, identifying key milestones and dependencies.
- Monitoring risks, resolving issues, and ensuring appropriate mitigation strategies are in place.
- Engaging with key stakeholders to align expectations and provide updates on progress.
- Managing procurement processes and developing strategic relationships with delivery partners.
- Ensuring compliance with relevant transport legislation and governance standards.
To be successful in this role, you will need:
- Proven experience in leading complex transport or infrastructure programmes, ideally within a public sector environment.
- A solid understanding of public transport policy and operations, including statutory requirements regarding bus franchising.
- Excellent leadership and stakeholder engagement skills, with the ability to influence and manage competing priorities.
- Strong programme and project management skills, with accreditation such as MSP, PRINCE2 or equivalent being desirable.
- Experience managing budgets and procurement for large-scale programmes.
- Ability to work under pressure, solve problems proactively, and deliver against tight deadlines.
