Data and Insight Lead (Adult Services) — Interim, Hybrid (Outside IR35)
Overview
Join Adult Services as an interim Data and Insight Lead, acting as the directorate’s go-to expert for performance insight and statutory reporting. This role sits at the heart of decision-making: you’ll work with senior stakeholders to clarify data and insight needs, interpret KPI trends, and translate complex performance information into clear, actionable narratives. You’ll also coordinate delivery with the wider data function-supported by in-house data engineering and data visualisation teams - ensuring existing reporting products remain accurate, relevant, and trusted. A key focus will be supporting reporting linked to the adults transformation programme, designed to help adults remain independent for longer.
Required Skills
- Strong adult social care domain knowledge
- Proven experience in data / insight / performance roles within Adult Services environments
- Confidence engaging senior stakeholders, including attending leadership meetings and presenting data-led narratives
- Strong capability interpreting and explaining KPI trends (what’s improving, what needs attention, and why)
- Experience using and interpreting data from Mosaic (or equivalent social care systems such as Liquid Logic or CareFirst)
- Understanding of data quality, QA issues, migration-related reporting challenges, and KPI reporting
- Ability to work as a bridge between operational/service stakeholders and technical teams
- Strong written and verbal communication skills, including producing narrative updates for corporate performance reporting
Nice to Have Skills
- Experience maintaining and refining reporting across mixed environments (e.g., Tableau dashboards, PDF/manual reporting, SQL tables, Excel-based KPI reporting)
- Familiarity with organisations transitioning from Tableau toward Power BI
- Experience supporting annual communities-related outputs, including contributions to a Strategic Intelligence Assessment
- Strong relationship-building style with proactive stakeholder engagement
Preferred Education and Experience
- Significant, demonstrable experience delivering insight and performance reporting in adult social care settings
- Track record of operating effectively in complex stakeholder environments and supporting transformation-focused reporting
Other Requirements
- Hybrid working: majority remote, with some in-person attendance required for key meetings
- This is not a net-new dashboard build role—focus is on maintaining, updating, interpreting, and communicating existing reporting and KPI outputs
- Client laptop provided
- Engagement is Outside IR35
