We are seeking a highly motivated and experienced Procurement Project Manager to join our dynamic team within the housing and IT sector. This is a full-time, remote position on a 6-month contract, offering an exciting opportunity to lead procurement initiatives and manage vendor relationships that are critical to our success.
The successful candidate will be responsible for overseeing the full procurement process for their Housing Management System, Asset Management System and Mobile Working Solution. They will need to draft an outcome outcome-based specification aligned with sector best practice and regulatory standards You will be required to develop procurement strategies, produce tender documents, evaluate bids, and negotiate contracts to secure value-for-money outcomes.
In this role, you will collaborate closely with IT, finance, legal, and business stakeholders to gather requirements and support strategic sourcing decisions. You will track project timelines, budgets, and deliverables, providing updates to senior management and ensuring alignment across multiple workstreams.
Key Responsibilities:
- Manage end-to-end procurement projects for IT systems and services within the housing sector
- Develop and implement category strategies that align with organisational objectives
- Ensure compliance with public sector procurement regulations and internal policies
- Prepare and issue tender documentation, manage supplier evaluation, and conduct commercial negotiations
- Establish and maintain effective supplier relationships
- Monitor contract performance and ensure service delivery against SLAs
- Report on project milestones, risks, and financials to key stakeholders
Requirements:
- Proven experience as a Procurement or Project Manager, ideally within the housing or IT sector
- Strong knowledge of public sector procurement processes and regulations
- Excellent understanding of IT products, services, and terminology
- Confident managing multiple procurement projects simultaneously
- Strong negotiation, communication, and stakeholder engagement skills
- Relevant procurement or project management qualifications (e.g. CIPS, PRINCE2 or equivalent) are desirable
- Ability to work independently in a remote environment and manage time effectively
