Data Officer (Public Health)- Hybrid- Oldham

A public sector organisation is seeking a highly skilled Intelligence, Data & Insight Analyst to lead on the use of data, intelligence and analytical insight across the Children’s Social Care and Early Help services. This role plays a strategic part in shaping organisational policy, service planning, and evidence‑based decision‑making.

Job Purpose

To promote and lead on the use of data, intelligence and insight to help inform decision‑making and shape organisational policy, strategy and priorities.

Key Responsibilities

• Analyse and report data and insight to support decision‑making and highlight areas of concern or opportunity.
• Produce dashboards, forecasts, plans, reports, bulletins and presentations for a wide variety of stakeholders.
• Develop and deliver tools, guidance and frameworks that embed a culture of evidence‑based decision‑making across the organisation.
• Make appropriate use of all Business Intelligence systems to capture, QA, analyse and report on data and key activity.
• Manage relationships with internal and external stakeholders, acting as a key adviser on data, intelligence and insight.
• Lead on ensuring the organisation meets its statutory and non‑statutory obligations regarding data returns, statistical submissions and inspection evidence.
• Provide management support, guidance and quality assurance to other staff, including reviewing work, offering recommendations and advising on research, performance and customer insight outputs.

Essential Skills

Candidates must demonstrate experience or proficiency with the following:

• Mosaic – analysing and interpreting Children’s Social Care datasets.
• SQL Databases – querying, extracting, validating and processing data.
• Python – data manipulation, automation and analytical scripting.
• Power BI – data modelling, dashboard creation and visual reporting.
• Liquid Logic – understanding and working with social care case management data.
