The Data and Insight Enablement Lead contract supports a local government organisation during a period of organisational redesign. The role focuses on stakeholder engagement, discovery, understanding existing data and insight approaches, and shaping the future operating model. It involves working closely with service leaders to identify requirements and enable data-driven decision making.
Key Skills & Experience
- Strong local government experience
- Stakeholder engagement and relationship management
- Requirements gathering and workshop facilitation
- Experience within transformation or change programmes
- Understanding of data, reporting and business intelligence
- Excellent communication and influencing skills
- Experience working with senior leaders

Role Overview
Engagement with Heads of Service and key stakeholders to gather requirements, review current reporting arrangements, and identify improvement opportunities are core responsibilities. The successful candidate will develop recommendations for future data services and support transformation initiatives, presenting findings to stakeholders. The role is hybrid and involves working with senior leaders at both strategic and operational levels.
Key Responsibilities
- Engage with service leaders and key stakeholders to understand data needs
- Conduct discovery and requirements-gathering sessions
- Review existing insight and reporting arrangements
- Identify opportunities for enhancement and efficiency
- Develop recommendations for a future data and insight operating model
- Support transformation and redesign initiatives
- Present findings and strategic recommendations to stakeholders
Requirements

- Proven local government data and insight experience
- Experience working at both strategic and operational levels
- Confident engagement with senior stakeholders
